Additionally, would skimmed milk be ok? Milk is fine, ideally avoided if cutting but otherwise don't worry about it. Skimmed milk, on the other hand, is gay. Water allegedly has a faster absorbtion rate perhaps someone can verify this? Protein with milk will delay the time it takes for the protein to get to the places where it matters as the stomach simply can't digest dairy quickly. So it will sort of stage the protein release which is why it's a good idea for a shake with milk before bed.

Although I agree that protein is an undoubtably important part of diet but I feel like a product like this would be more useful during recovery rather than something to drink before or during exercise as you suggested. It has been seen that protein does not improve athletic performance in terms of endurance or for bone loading sports such as weight lifting.
